THE MONITORING AND THE IMPACT OF ABSENT BY-LAWS AND THE WAY FORWARD IN ALBANIA

The project will monitor the absence of legal acts required to enable implementation of laws approved in the current legislative term, as well as other laws of high importance for the public discourse, providing an assessment of legal and administrative elements. It will build bridges among actors of various fields, raising public awareness and proactive measures to encourage the new standards of enabling law implementation.
Specific objectives:
- To increase in the implement ability of laws and by-laws at the central and local level
- To encourage the completion of the legal matrix of the Council of Ministers
- To provide analysis and recommendations to the Parliament and relevant institutions
- To create a new culture of cooperation between legal departments in public institutions
- To enable law-students to become proactive in the public discourse about Albania’s law-giving processes and their shortcomings
- To become the voice of the communities affected by the absence of legal acts
