In the period September-December 2018, the Institute for Political Studies (ISP) directly monitored the functioning of the Assembly of Albania. The main focus of the monitoring exercise was set on the activities of the MPs during plenary sessions, committee hearings and their overall parliamentary and law-giving activities. Special attention was paid to the proper application of the provisions of the Parliament’s Rules of Procedure and its newly adopted Code of Conduct. The monitoring activity was conducted in the framework of the ISP’s project on the monitoring of the Assembly of Albania for the period 2017-2020, with the kind support of the Government of the Kingdom of the Netherlands. This report was written in January 2019. It brings together the key findings collected over the last four months of 2018. ISP will continue to monitor the Assembly throughout its upcoming sessions until September 2020.
In addition to monitoring the parliament and periodically reporting on its findings, the ISP has established an online monitoring platform, available under www.deputetim.al, which provides a comprehensive review of the statements of the MPs, their speeches, their declarations and findings from our ongoing monitoring effort.
One of the newest challenges for the monitoring team of the ISP was the continuous updating of the table ranking the MPs according to their level of performance of parliamentary duties. Until the present this effort was widely successful. It has been welcomed by the MPs and by the general public even though at times our staff had to deal with extraordinary situations such as the periodical boycott of the parliament by some political parties, the change of ministers who also serve as MPs, the substitution of MPs by new ones, and so on. Nonetheless, ISP will continue to publish the ranking of the MPs according to their parliamentary performance.
The September – December 2018 report factors in the whole array of the above considerations, so as to enable for a professional, impartial and fair analysis feeding into the ranking of the MPs. The present report is a logical follow-up to the previous monitoring efforts of the ISP. It narrows its focus on the developments that took place from September to December 2018.
ISP has worked in many ways to further promote a more effective functioning of the Assembly of Albania, including, amongst others, holding roundtables with international experts. Over 2019, ISP will continue its engagement with parliamentary monitoring and the provision of best parliamentary practices with regard to codes of conducts and prevention of conflict of interest at all levels of parliamentary work and parliamentary representation.
