Baza ligjore në fuqi
Ligji 109/2024 u njeh institucioneve shkencore të drejtën e përgjegjësinë për hulumtime, studime, botime dhe aktivitete që promovojnë demokracinë, shtetin e së drejtës, historinë, konceptet e shkencës së hapur të bazuar në profesionalizëm, humanizëm dhe mosdiskriminim.
Problematika e konstatuar
Ndryshe nga praktika e ish-vendeve komuniste anëtare në BE monitorimi tregon se tematikat lidhur me vrasjet në kufi dhe zhvillimet e viteve ’90 nuk janë përfshirë në projektet shkencore të financuara nga buxheti i shtetit (histori, enciklopedi, konferenca, etj.).
Rekomandime për ndërhyrje
Shqipëria e viteve të fundit e ndarë nga sistemi stalinist, e ka nevojë jetike reflektimin, studimin, analizimin, trajtimin dhe përkujtimin e ngjarjeve të tilla si vrasjet në kufi apo personat e zhdukur. Ky do të ishte një investim edhe për dialogun mbi të kaluarën dhe formimin demokratik shoqëror.

Legal Basis in Force
Law 109/2024 grants scientific institutions the right and responsibility to conduct research, studies, publications, and activities that promote democracy, the rule of law, historical awareness, and concepts of open science, based on professionalism, humanism, and non-discrimination.
Identified Issues
In contrast to the practice of former communist EU member states, monitoring shows that topics related to border murders and developments of the 1990s have not been included in state-funded scientific projects (such as historical studies, encyclopedias, and conferences).
Recommendations for Intervention
The present-day Albania, having emerged from a Stalinist system, has a pressing need to reflect on, study, analyze, address, and commemorate events such as border murders and missing persons. This would also serve as an investment in dialogue about the past and the development of a democratic society.
