Ministria e Kulturës, Ekonomisë dhe Inovacionit (ministria përgjegjëse) aplikon mbështetje financiare për thirrje vjetore për krijime letrare dhe artistike, si dhe hartimin dhe prezantimin e aktiviteteve dhe ngjarjeve që bëjnë pjesë në kalendarin vjetor kulturor.
Problematika e konstatuar
Nga monitorimi rezulton se në thirrjet, prioritetet e botimit dhe kalendarin kulturor vjetor nuk janë përfshirë tematikat, ngjarjet, rastet apo zonat më të njohura që ndërlidhen me vrasjet në kufi 1988-1990 dhe impaktin e tyre social, historik e kulturor.
Rekomandime për ndërhyrje
Shqipëria duhet të ndjekë shembullin e Bashkimit Europian, për të krijuar fonde krijuese dhe mbështetëse kulturore që trajtojnë problematika të tilla, si dhe mund e duhet të përfshijë në kalendarin vjetor aktivitete për rastet më të njohura lidhur me vrasjet në kufi.

Border Murders, Creative Funds, and the Cultural Calendar
Legal Basis in Force
The incumbent State Ministry (Ministry of Economy, Culture and Innovation) provides financial support through annual calls for literary and artistic works, as well as for the planning and presentation of activities and events included in the annual cultural calendar.
Identified Problems
Monitoring shows that the calls, publication priorities, and cultural calendar do not include key themes, events, cases, or areas related to the border murders of 1988–1990 and their social, historical, and cultural impact.
Recommendations for Intervention
Albania should follow the example of the European Union by establishing creative and cultural support funds that address such issues and by incorporating into the annual calendar activities dedicated to the most prominent cases of border murders.
