Baza ligjore në fuqi
Ligji 93/2022 përcakton se dhënia e dekoratave dhe titujve të nderit udhëhiqen nga parimet e mirënjohjes publike, vlerësimit të kontributit, të objektivitetit, si dhe të përgjegjshmërisë e transparencës. Ato jepen në emër të shtetit dhe krijojnë modele frymëzuese.
Problematika e konstatuar
Monitorimi i ISP dëshmoi se disa nga oficerët, ushtarët dhe punonjësit e Sigurimit, të cilët plagosën, ekzekutuan ose keqtrajtuan trupat e vrarë të disa qytetarëve viktima të vrasjeve në kufi (1988-1990) u shpërblyen nga shteti me dekorata ose medalje të veçanta nderimi.
Rekomandime për ndërhyrje
Bazuar në praktikat e mira ligjore dhe demokratike, institucionet përgjegjëse duhet të ndërmarrin hapat e nevojshëm për shfuqizimin/anulimin e këtyre nderimeve, si një akt i munguar shtetëror i ndjesës dhe përgjegjësisë ndaj viktimave të kufirit e familjeve të tyre.

Legal Basis in Force
Law 93/2022 stipulates that the granting of decorations and honorary titles is guided by the principles of public recognition, evaluation of contribution, objectivity, accountability, and transparency. These honors are awarded in the name of the state and aim to create inspiring role models.
Identified Issues
ISP monitoring revealed that some officers, soldiers, and Sigurimi employees who injured, executed, or desecrated the bodies of citizens killed at the borders (1988–1990) were awarded state decorations or medals of honor.
Recommendations for Intervention
In line with sound legal and democratic practices, incumbent institutions should take appropriate measures to revoke these honors, as a long-overdue act of compassion and state accountability toward the victims and their families.
