During the transitional period, the Parliament has made improvements in legislation and the parliamentary culture needed for its implementation. It has also established a practice that enables active participation by Members of Parliament (MPs) and parliamentary groups in parliamentary oversight. The Institute of Political Studies (IPS) has conducted this study, providing an objective assessment of the current situation, challenges, and requirements faced by Independent Institutions in the reporting process. The study also delves into the role of Parliament and the constitutional concept of parliamentary oversight. Additionally, it offers comparative models from several EU member states, including those with established and emerging practices, while analysing the transitional experiences, the legal and functional foundations of institutions, capacities, sub-legal
regulatory measures, and the standards essential for a successful EU accession process.
The Institute of Political Studies has outlined key findings crucial for parliamentary activities and has presented detailed recommendations, primarily in the form of 4 legislative or sub-legal interventions, aimed at enhancing parliamentary oversight, transparency, and accountability. This informative booklet is being published as part of the project “Enhancing Government Accountability through a More Responsive Parliament,” which is being implemented by the Westminster Foundation for Democracy (WFD) with financial support from the British Embassy in Tirana. The Institute of Political Studies (IPS) is a partner in this project and brings extensive experience in monitoring parliamentary activities in Albania. The comprehensive and detailed report will be made accessible to all interested parties, including MPs, parliamentary staff, experts, the media, and civil society. Printed copies will also be archived within the parliamentary institution and parliamentary groups. This booklet serves as a concise summary of the report, highlighting its key findings and recommendations.
Parlamenti gjatë tranzicionit ka përmirësuar legjislacionin, por edhe kulturën parlamentare të zbatimit të tij, si dhe ka krijuar tashmë një praktikë që lejon rol aktiv të deputetëve dhe të grupeve parlamentare në mbikëqyrjen parlamentare. Instituti i Studimeve Politike (ISP), ka kryer këtë studim duke pasqyruar me objektivitet gjendjen aktuale, sfidat dhe nevojat me të cilat përballet procesi i raportimit të institucioneve të pavarura, roli i Kuvendit dhe koncepti kushtetues i kontrollit parlamentar. Studimi sjell modele krahasuese nga disa vende anëtare të BE-së, vende me praktika të konsoliduara dhe të reja, analizon përvojën dhe praktikat e tranzicionit, bazën ligjore dhe funksionale të institucioneve, kapacitetet dhe aktet nënligjore rregullatore, si dhe standardet që kërkohen për një proces të suksesshëm anëtarësimi në BE. Instituti i Studimeve Politike ka evidentuar gjetje kryesore me rëndësi për aktivitetin parlamentar dhe ka paraqitur gjithashtu edhe rekomandime përkatëse të detajuara, të cilat konsistojnë kryesisht në drejtim të ndërhyrjeve të nevojshme legjislative apo në akte nënligjore, në funksion të forcimit të mbikëqyrjes parlamentare, transparencës dhe llogaridhënies.
Kjo broshurë përmbledhëse publikohet në kuadër të projektit “Rritja e llogaridhënies së qeverisë përmes një Parlamenti më reagues”, cili realizohet nga Fondacioni Westminster për Demokracinë (WFD) me mbështetje financiare nga Ambasada Britanike në Tiranë.
Instituti i Studimeve Politike (ISP) është partner në këtë projekt, si dhe me përvojë të gjatë në monitorimin e aktivitetit të Kuvendit dhe problematikat parlamentare në Shqipëri. Raporti i plotë dhe i detajuar do të jetë publik për të gjithë deputetët e interesuar, stafin e parlamentit dhe ekspertët, median dhe shoqërinë civile, si dhe kopje të tij në print do të depozitohen pranë strukturave të Kuvendit dhe grupeve parlamentare.
