As of March 16, 2020, the Institute for Political Studies (ISP), in partnership with the Albanian Helsinki Committee and Civil Rights Defenders (Albania), began the implementation of the European Instrument for Democracy and Human Rights (EIDHR) project: “I participate! My voice, my vote counts.”
The overall objective of the project is to enhance the capacity of citizens and civil society to closely engage with the democratic processes of the country and strengthen their role. As one of the three implementing partners, the Institute for Political Studies seeks to enhance the transparency and the accountability of political actors and institutions. To achieve this, ISP will focus its efforts on organizing a series of activities focused on amending the regulatory framework on political actors, including political parties, as powerful mechanisms for enhancing overall democratic representation. This framework will be a result of encompassing consultations with local stakeholders in three different cities.
ISP seeks to obtain the up-to-date services of two international experts on political party reform for a maximum of ten working days (combined) for the following objective: to address impeding electoral, legislative, and internal party regulations to improve the transparency, accountability, and representativeness of the country’s political parties by reflecting best international practices and local necessities. In this context, the aim of the consultancy service is to generate a comprehensive framework proposal for the reformation of political parties and engage in public consultations with local stakeholders on three separate consultation meetings in Shkodra, Korça and Tirana. In the drafting of the framework, consultants are expected to engage ISP’s research findings obtained in fulfillment of project objectives.
